The league aims to give Mumbaikars a platform to showcase their talent and will also provide players an opportunity to generate alternate income from sports.
MRFL will also look to develop an entire sporting ecosystem around the sport of football, where franchise owners, coaches, physio’s, players and other support staff will be involved in the long run. It aims to be Mumbai’s premier league for small format football.
The city of Mumbai with a history of producing sporting talent at the national and international level lacks a LIVE sporting event, MRFL will intend to plug that gap and provide citizens of Mumbai an immersive experience with LIVE Rink Football.
In additional to LIVE sports, MRFL will combine the traditional sporting business with new age technology to harness the attention of the younger generation.
MRFL will focus on grass root football and brining new audiences into the sport,
MRFL will have multiple leagues set up to ensure representation of different audiences. The league will begin with an open tournament for men & women followed by a league for Veterans and Under 21’s. This will allow the entire demographic of Mumbai to be involved in the sport. For the first time, a sporting event will provide equal prize money to both Men & Women. MRFL will further ensure there is no differentiation between caste, religion or gender and will be inclusive of all identities. MRFL will look to build this sporting rivalry further and Franchises will be based on Localities only (with prefix or suffix added to the locality name). PLAYERS

Players will be contracted to each franchise for a specific duration and will have to adhere to guidelines provided by the league. Player protection and rights will be guaranteed through a tri-party agreement between the player, franchise and the league representatives. All players will have to be mandatorily compensated by the franchise while signing the contract. This will allow players to negotiate their own contracts and fees with individual franchises. For the duration of the contract, no player will be allowed to play any other league, sport and represent another franchise. Violation of this clause will inevitably disqualify them from competing in MRFL
MRFL will not have any player auctions. 5-A-Side Football Rules

The Open & Veterans league will consist of 32 teams split into 8 groups of 4. Every team plays the other team in each group and will play 3 games in total in the league round. This will be followed by the knock out stages. The top 2 teams from each group qualify for the round of 16, winners will then play the quarters finals, semi-finals and lastly the finals.
To begin with, the Women’s & Under 21 will consist of 16-24 teams and will be split in groups of 4. The Round 1 league format will be followed by the knockout stages.

GAME FORMAT & DURATION

All matches will be officiated by 2 on-field referees with the support of a technical bench.
A team is permitted to have 5 players on-field, one of which will also be a goal keeper.
Cards and warnings: A yellow card handed to a player will require him to be benched for 2 minutes during the half. The player will be called back on by the referee after 2 minutes. A second yellow will require to the player to be banned for the entire duration of the game with a further one match suspension. A direct red car will suspend the player for the current and a further 2 games in the tournament.
Substitutions will only be permitted during a pause in play of the game and not when the game / ball is in motion. Scoring and winning

A match is played by two teams, each consisting of not more than 5 players on the pitch at one given time. Squads can consist of a maximum of 8 players (3 substitutes).
The game is officially played with 4 outfield players and 1 goalkeeper per team. Formations and positions are set by each team. There are no limits to the amount of defenders or attackers per team.

Substitutions

Substitutions can only take place during a stoppage in play (e.g. a goalkick, free kick, restart, etc.). If a referee is present, then the referee must be notified of this change. The substituted player must pass the boundary line (off the pitch) before the new player can enter play.
All substitutes must remain outside the pitch, or behind their goals if there is no gate or barriers.
Goalkeeper substitution – Any player or substitutes can replace the goalkeeper. The game will continue, even if the new goalkeeper is putting goalkeeper gloves on.

As a result of the committed ‘back-pass’, the attacking team are awarded an indirect free kick from the position of the passed-back pass (minimum of 2 yards outside the goalkeepers area).

Kick-off

A kick-off is also performed after a goal has been scored. All players must be inside their own half when the opposition are taking a kick-off.The ball must be stationary on the centre mark and the kicker must not touch the ball more that twice until another player has touched the ball.

Fouls and misconduct

- Dangerous play – Kicking, tripping or charging an opponent
- Excessive tackling – Recklessly or careless tackles
- Slide tackling – Slide tackles are not permitted (includes block attempts)
- Hand ball – Excluding the goalkeeper within their own areas
- Time wasting – Attempts to slowdown play
Below is a list of fouls that would constitute as an ‘indirect’ free kick:
- A back pass – After receiving the ball from a goalkeeper, a player passes the ball directly back
- Incorrect goalkeeper distribution – a goalkeeper can only use their hands to distribute the ball

Free kicks

All opponents must retreat at least 2 yards from the free kick position. Penalty kicks

- An outfield player makes contact with the ball inside their own goalkeeping area.
- A goalkeeper makes contact with the ball outside their own goalkeeping area
Penalty kick takers have a maximum one yard run-up to strike the ball. All defending players can wait outside of the goalkeeping area during the penalty kick.
Below are fouls that would result in a penalty kick:
- Players inside of the area – Outfield players cannot make contact with the ball inside the area
- Goalkeepers outside of the area – Goalkeepers cannot make contact with the ball outside the area

Player dismissal

- Striking or attempting to strike another player
- Continuous tackling recklessly or carelessly
- Spitting at an opponent
- Unsportsmanlike conduct
- Verbal abuse to the opposition or referee
Players that are dismissed from the game will not take any further part in the match.
